The Department of Homeland Security (DHS) is a critical federal agency dedicated to protecting the United States from various threats and ensuring national security. Within DHS, the U.S. Customs and Border Protection (CBP) serves as the frontline agency responsible for securing the nation's borders, facilitating lawful trade and travel, and enforcing customs laws and regulations. The Office of Field Operations (OFO) within CBP conducts key operational activities at the nation’s ports of entry. One of OFO’s specialized units is the Center of Excellence and Expertise (CEE), which provides technical expertise, guidance, and complex trade and entry processing functions to support CBP’s mission nationwide. This position is available in multiple locations across the United States and its territories, including cities such as Mobile, AL; Douglas, AZ; Nogales, AZ; San Luis, AZ; Long Beach, CA; Otay, CA; Miami, FL; Chicago, IL; Baltimore, MD; Detroit, MI; Kansas City, MO; Newark, NJ; Queens, NY; Middleburg Heights, OH; Philadelphia, PA; Providence, RI; Saint Thomas, VI; San Juan, PR; and Seattle, WA.
The role offers a unique opportunity to serve as a vital part of the federal government’s efforts in border protection and trade enforcement. The employment type is categorized as OTHER within the federal employment system, and candidates should be aware that this role requires a thorough background investigation due to its law enforcement nature.
This position spans two grade levels, GS-11 and GS-12, with different specialized experience requirements. At the GS-11 level, employees examine and validate entry documents ensuring compliance with all legal and regulatory requirements. Candidates must be proficient in using automated systems such as the Automated Commercial Environment (ACE) and Automated Targeting System (ATS) to analyze commercial data, monitor trade compliance, and recommend enforcement actions when necessary. This role also involves providing expert guidance to importers, brokers, and other stakeholders, helping resolve complex entry issues, interpreting customs rulings, and advising on post-summary corrections, protests, and claims.
For the GS-12 level, candidates act as technical experts and advisors within the team and to various stakeholders, including supervisors, clients, and the public. These employees tackle the most complex customs and entry problems, approve special entries and permits involving exceptional or unusual merchandise, and coordinate trade and entry activities across teams and offices. Experience at this level requires demonstrated leadership in applying customs laws, regulations, and procedures to a broad array of merchandise classifications and entry types.
Candidates can qualify through specialized experience gained through federal or related work in customs law enforcement, trade compliance, or similar areas. Alternatively, a higher-level education such as a Ph.D., LL.M., or advanced graduate hours in related disciplines can substitute for experience at the GS-11 grade level. There are no educational substitutions for the GS-12 grade level; candidates must meet the specialized experience requirement fully. Applicants should also note residency requirements, which mandate physical residence in the United States or its protectorates for at least three of the past five years unless an exception applies.
