SAIC Controller Training Solutions (CTS) is a leading provider of specialized training services supporting the Federal Aviation Administration (FAA) and its mission to ensure the highest level of safety and professionalism in air traffic control across the United States. Based in Portland, Oregon, SAIC CTS delivers comprehensive training solutions to air traffic controllers, including both initial developmental training and recurrent training for experienced professionals. The organization works closely with various FAA air traffic control facilities, including the Portland TRACON (Terminal Radar Approach Control) facility, to maintain rigorous training standards that prepare students to manage the complexities of the National Airspace System (NAS).
The FAA is responsible for the safe and efficient regulation of air traffic in the US national airspace. It employs more than 14,000 air traffic controllers who operate from facilities of differing sizes and complexities, providing control and guidance to more than 50,000 daily flights. SAIC CTS plays a critical role in supporting FAA’s core mission by offering contractor-provided instructional services at FAA ATC facilities across the country and its territories. These services encompass all facets of training, from classroom instruction to simulation laboratory training, ensuring that students progress toward full certification as air traffic controllers.
This job opening is for a part-time Air Traffic Control (ATC) Instructor role at the Portland TRACON (P80), one of the FAA’s key regional facilities. The role is a hands-on training position that involves delivering high-quality classroom instruction and simulation lab sessions to a broad range of learners. The population served includes developmental air traffic controllers who are still in training as well as Certified Professional Controllers (CPCs) who require recurrent education to maintain proficiency. The instructor is tasked with mentoring these students and Remote Pilot Operators (RPOs), contributing to curriculum development, and supporting certification activities for radar and non-radar simulation laboratories.
As an ATC Instructor, candidates must bring a wealth of operational experience, specifically a minimum of five years of FAA CPC experience controlling live traffic or recent contract instructional experience at an FAA facility of equivalent or greater complexity than the Portland TRACON. This experience ensures that instructors possess the requisite technical competencies and practical knowledge to guide students effectively. This role also demands strong skills with ATC automation and simulation systems such as TSS, AT Coach, and SGET, as well as an ability to design, execute, and evaluate training scenarios in these environments.
The successful candidate will not only deliver lessons and simulations but also work closely with FAA personnel at multiple levels, ensuring training outcomes are aligned with the FAA’s operational requirements and the specific needs of the Portland TRACON. Effective communication, classroom management, and a focus on continuous improvement are critical elements of this role. Finally, this opportunity is eligible for a sign-on bonus and offers exemption from Supplemental Annuity earnings limits for Federal Employees Retirement System (FERS) retirees who work on this program in specified roles. This part-time position, classified under training analyst category, follows a day job shift schedule and requires US citizenship with the ability to obtain and maintain a Public Trust clearance. Remote work is not available for this role.
