The Division Manager role specifically serves within the Transportation and Drainage Operations section under the Traffic Engineering Operations service line. This full-time position is based at 6922 Old Katy Road in Houston, Texas and operates on a Monday through Friday schedule from 7:00 a.m. to 4:00 p.m., with some flexibility as needed. The annual salary range offered is competitive at $87,802 to $108,498 USD.
As a Division Manager, the successful candidate will oversee the traffic signal engineering group within the division, managing a team of engineers and technical staff primarily located at Transtar. This leadership position requires administration of multiple complex projects related to traffic signal timing and optimization programs across the city. The manager is charged with ensuring projects are adequately staffed, funded, and completed with high quality and effectiveness. Critical responsibilities include quality assurance and control over contractor work, supervising staff performance, and ensuring monthly performance targets are met.
Coordination with interagency partners is also a key aspect of the role, ensuring traffic signal projects by external entities are reviewed and approved according to city standards. The Division Manager responds to citizen concerns about traffic-related issues by developing and implementing corrective actions. They also manage advanced Intelligent Transportation Systems technologies such as Advanced Traffic Management Systems, Closed Circuit Television cameras, Dynamic Message Signs, and Bluetooth data collection devices for remote monitoring and improvement of signal operations and arterial street safety.
Reviewing engineering construction plans, inspecting traffic signal projects for compliance, and assisting engineers in evaluating traffic impact analyses are ongoing essential duties. The role demands a strong background in traffic signal design, project management, and supervisory experience in engineering or transportation fields.
Physically, the position is generally comfortable with some discretion for walking or standing, occasional exposure to non-ideal temperatures, and extensive use of video display terminals. This role is designated as Tier I in Houston Public Works Emergency Management and is subject to safety-sensitive protocols including drug testing.

- Bachelor's degree in business administration accounting engineering or a closely related field
