Pinellas County Government is the administrative body serving the residents of Pinellas County, Florida. Known for its commitment to public service and efficient government operations, this local government entity operates various departments to address community needs, infrastructure, and services. The Business Technology Services Department is a critical division within Pinellas County, supporting technology-driven solutions and infrastructure that empower other county departments and service areas. As technological needs continue to grow in complexity and scale, the department invests in hiring skilled professionals with expertise in geographic information systems (GIS) to enhance decision-making, planning, and public engagement using spatial data and mapping technologies.
The GIS Server Administrator role, titled Senior Geographic Information Systems Application Analyst, is a pivotal position within the Business Technology Services Department responsible for managing and administering a robust suite of Esri GIS technologies. This position blends technical leadership with hands-on systems management, focusing heavily on Esri ArcGIS Enterprise, ArcGIS Online, and ArcGIS Desktop (including ArcMap and ArcGIS Pro). The successful candidate will handle the County's enterprise-scale GIS server environment, consisting of over 100 servers hosted on-premise and in the cloud, ensuring optimal performance, high availability, and seamless integration across multiple GIS platforms.
This position is mainly remote, offering flexibility for candidates residing anywhere within Florida, but it also includes mandatory on-site work during special circumstances such as emergencies or disaster situations. As a senior-level role, the GIS Server Administrator functions as a technical leader who designs, deploys, and maintains geographically distributed GIS services. Responsibilities emphasize maintaining high levels of service uptime through effective load balancing, failover strategies, and disaster recovery planning. Candidates must also demonstrate the ability to optimize server capacity, tune GIS services, and monitor system resources to secure a reliable and scalable GIS infrastructure.
The role demands strong problem-solving skills, creativity, and original thinking for complex GIS server challenges. It requires a depth of leadership to mentor junior staff, foster a collaborative team environment, and contribute to improving policies and operational procedures. The analyst leads project planning activities including requirements definition, resource allocation, and scheduling to achieve deliverables on time and to specification. Communication skills are vital for presenting technical information clearly and effectively to peers, managers, and stakeholders.
Applicants must have substantial experience either through a combination of education and professional background or a relevant degree paired with hands-on years of experience in IT, GIS, and team leadership. Preferred candidates will hold certifications such as GISP, ITIL, PMP, Esri Certified, AWS or Azure certifications, and will possess knowledge of programming languages like Python, JavaScript, HTML, CSS, and ArcGIS’s proprietary Arcade scripting language.
Pinellas County Government offers competitive benefits, including membership in the Florida Retirement System (FRS) which provides a comprehensive retirement plan with investment and pension options. The department also supports employees through deferred compensation programs, wellness centers, and other benefits aimed at promoting work-life balance and employee well-being.
