The Department of Transportation, Airports Division, is a significant governmental agency dedicated to the management and development of airport facilities across the State of Hawaii. This job opportunity is for the position of Financial Management Supervisor within the Airports Division, located in the area stretching from Halawa to Kalihi. This is a continuous recruitment position with a salary range of $9,462 to $15,137 monthly (EM-05 level), dependent upon the availability of funds, applicant qualifications, and other relevant considerations. The position is fundamental to the sound financial health of the Airports Division, overseeing the financial operations and controls that underpin airport management's broader strategic objectives. The role entails supervising the Financial Management Staff who are responsible for maintaining comprehensive accounting records vital to the Division’s budgetary and financial planning. This includes the development and installation of cost accounting and financial information systems that enhance reporting accuracy and efficiency. The supervisor will maintain fiscal and expenditure controls over operating and capital budgets, ensuring compliance with regulatory and governmental financial policies and procedures. Moreover, the position involves preparing periodic financial and statistical reports that inform decision-making across airport operations, managing the annual financial and single audit processes both internally and externally to maintain transparency and trust. The supervisor also coordinates the preparation of annual and long-range revenue estimates and projections, maintaining records related to debt history and investments, including calculations of bond arbitrage interest earned. The Financial Management Supervisor oversees purchasing activities related to goods and services essential to airport operations, manages the inventory of property records, and coordinates physical inventories to ensure accountability and asset control. Reporting requirements include preparing financial statements for signatory airlines in compliance with the Airports-Airline Lease Agreement, requiring collaboration and communication skills to guide and advise division administrators, district managers, branch heads, and staff on fiscal matters. This position requires a high level of responsibility and organizational skill to manage complex financial information systems and audit processes, sustain budgetary controls, and maintain compliance with public sector financial regulations.
