This position is a National Guard Title 5 Excepted Service role for a Traffic Management Specialist within the Virginia National Guard, specifically part of the VA G4, National Guard. The role is indefinite and is classified under the Position Description Number T5261000. The Virginia National Guard is a critical component of the United States armed forces, offering significant support to both state and federal missions through readiness, logistics, and operational excellence. It operates to safeguard the nation's interests while supporting civil authorities during emergencies, natural disasters, and other significant events requiring coordinated state and federal response. The Guard's transportation and traffic management operations are vital to the effective movement of personnel, equipment, and supplies. This ensures mission success whether in peacetime operations, deployment, or mobilization phases. As a Traffic Management Specialist at this level, you will serve as the primary state representative and a key point of contact for all Department of Defense (DOD) highway movements within the state. Your responsibilities include coordination with the state Department of Transportation (DOT) to manage highway availability, restrictions, and permit requirements, ensuring legal and operational compliance through the use of federal systems. You will have authority to approve highway network use requests, issue movement orders, and coordinate with commercial transportation resources with the USPFO Traffic Manager. Crucially, you will oversee the State Highway Network Database, managing updates and modifications that meet evolving DOD movement requirements. You will also provide expert managerial guidance on the movement and transportation of DOD convoys, including directing multi-modal military surface and air transport movements domestically and internationally, in close collaboration with pertinent agencies at federal, state, and military levels. Additionally, you will represent the Continental United States Army (CONUSA) Commander as the DOD representative on the Emergency Highway Traffic Regulation (EHTR) Center when activated, offering critical advice on emergency movements and regulations. The role also includes direct liaison with Air Mobility Command for Special Assigned Air Missions and state vehicle program management responsibilities, including oversight of leased vehicles and military container maintenance and serviceability. Your organizational skills will be pivotal, as you plan and schedule work strategically to optimize manpower, workflow, and operational effectiveness across logistics and traffic management units. This role demands a profound understanding of military and federal transportation regulations, technical manuals, and enforcement requirements.
