The Office of Field Operations (OFO) is a vital component of CBP that oversees border security and trade compliance functions at ports of entry across the nation. The Center of Excellence and Expertise (CEE) is a specialized unit within OFO that focuses on enhancing trade enforcement operations and ensuring the proper administration of customs laws and policies.
This position is located in diverse ports across the United States, including Mobile, AL; Douglas, AZ; Nogales, AZ; San Luis, AZ; Long Beach, CA; Otay, CA; Miami, FL; Chicago, IL; Baltimore, MD; Detroit, MI; Kansas City, MO; Newark, NJ; Queens, NY; Middleburg Heights, OH; Philadelphia, PA; Providence, RI; Saint Thomas, VI; San Juan, PR; and Seattle, WA. The extensive geographic reach of this role highlights the critical importance of maintaining trade compliance and enforcement at major entry points throughout the country.
The role being offered is at the GS-11 and GS-12 grade levels and is categorized under "Other" employment type. Candidates selected for this position will be responsible for performing specialized trade compliance and enforcement duties that uphold the legal requirements for importing merchandise into the United States. This federal position offers a unique opportunity to engage in important work that balances facilitation of legitimate trade while enforcing regulations designed to protect the economy and national security.
At the GS-11 grade level, the role entails examining and validating entry documents to ensure legal compliance, including reviewing specialized entries such as Temporary Importation under Bond (TIB), American Goods Returned, and federal agency entries. The incumbent will perform trade compliance and enforcement activities, analyze account data to identify non-compliance, and recommend or execute enforcement actions such as penalties or referrals for investigations. They will also provide technical guidance and customer service to importers, brokers, and other stakeholders by interpreting legal rulings and advising on entry processing procedures. Mastery of automated systems like the Automated Commercial Environment (ACE) and Automated Targeting System (ATS) is essential for data analysis, risk identification, and maintaining audit trails.
For candidates qualifying at the GS-12 grade level, the responsibilities expand to include serving as a technical expert and advisor on entry processing and complex trade matters. This senior-level role involves approving special types of entries and permits for merchandise of exceptional variety and complexity and resolving disputes between entry officers and the import community. The GS-12 position demands coordination and direction of trade and entry activities within the team and with other CBP offices, requiring a high degree of expertise in customs laws, regulations, and procedures.
Qualifications for these levels emphasize experience in customs documentation analysis, application of customs laws, and interpretation of customs requirements relating to rates of duty, classification, and entry prerequisites. Additionally, education substitutions are available for GS-11 candidates with doctoral-level degrees or advanced graduate education in qualifying fields. Federal employees must comply with time-in-grade prerequisites, and all applicants are subject to rigorous background investigations and residency requirements. This position also requires a probationary period to assess suitability for employment.
