Richardson, TX, USA, TX Full-Time Negotiable
The North Tarrant Express (NTE), NTE 35W, and LBJ Express represent some of the most significant transportation infrastructure projects in Texas, managed under innovative public-private partnership (P3) models led by the Cintra consortium. NTE was the first design-build-finance-operate-maintain managed lanes project in Texas, focusing on the reconstruction and expansion of the I-820/SH-183 corridor between Dallas and Fort Worth. Since its grand opening in October 2014, ahead of schedule, this project has improved traffic flow by significantly reducing congestion times and increasing average speeds, effectively doubling the corridor's capacity. The NTE 35W project extends 16.8 miles from downtown Fort Worth to the northern part of Alliance Airport, incorporating general lanes, continuous frontage roads, and tolled express lanes utilizing variable pricing. This approach has further enhanced mobility and eased traffic in a crucial north Texas corridor. Meanwhile, the LBJ Express stands as the largest public-private partnership operation in Texas, one of the most extensive in the United States. This ambitious project has revolutionized traffic management along I-635 and I-35E in North Dallas, relieving severe congestion in a dense urban environment. Completed in 2015, the LBJ Express has recorded a substantial reduction in congestion and increased travel speeds, offering a much-needed solution for one of Texas’s busiest routes. These projects reflect not only engineering and operational excellence but also a commitment to delivering superior transportation solutions that benefit multiple communities across Northeast Tarrant County and North Dallas. The Cintra-led consortium’s approach integrates cutting-edge traffic management systems and financial models that sustain long-term operation and maintenance while ensuring compliance with complex regulatory agreements. Beyond infrastructure, the organizations emphasize a culture centered around people, prioritizing professional growth and personal development of their employees. They foster a dynamic, inclusive, and high-achievement working environment with a focus on internal career progression, competitive benefits, and work-life balance. Employees are valued and encouraged to develop their skills and advance their careers both nationally and internationally, supported by comprehensive insurance options, paid time off, and a matching 401(k) retirement program. The Financial Planning and Analysis (FP&A) Manager role is integral to supporting these operational and financial goals. This position plays a pivotal role in managing the company's financial reporting, budgeting, and compliance functions. The FP&A Manager works closely with department heads, the Finance Director, and senior management, ensuring the timely and accurate preparation of monthly, quarterly, and annual financial reports. These reports are vital for the Board of Directors, shareholders, and other stakeholders to understand the company's financial health and make informed decisions. The manager is responsible for coordinating the creation of forecasts and budgets, analyzing variances between actual and forecasted performance, and helping departments monitor their cost centers to allocate expenses properly. The position demands a detailed understanding of the company's financial agreements, such as the Comprehensive Development Agreement (CDA) and financing documents, ensuring full compliance and timely submission of required reports. This role requires strong leadership and communication skills as the FP&A Manager not only manages reporting activities but also leads the financial planning team, fostering their professional growth. The manager must excel in quantitative analysis, problem solving, and multitasking within a fast-paced environment. Technical expertise in SAP accounting software and Microsoft Office programs is essential, alongside the ability to present complex financial data clearly to multiple audiences. The work environment is typically quiet, with minimal travel required, making it an ideal setting for focused and detailed financial work. The position offers a challenging yet rewarding opportunity to contribute directly to the success of high-profile transportation infrastructure projects that impact millions of people and dramatically improve life quality across the region.
