The City of Cleveland is a dynamic and progressive municipal government committed to enhancing the safety, security, and overall quality of life for its residents and visitors. Among its many departments, the Airport Public Safety & Security division plays a critical role in ensuring that Cleveland's airport operates with the highest standards of safety, security, and regulatory compliance. As one of the largest transportation hubs in the region, the airport requires vigilant oversight to protect passengers, employees, and infrastructure from a range of threats, while also ensuring seamless operational continuity. The City of Cleveland embraces guiding principles such as placing citizens at the center, empowering employees to do meaningful work, leading with trust and transparency, fostering equity, and embracing change. These principles underpin the culture and daily operations across all departments, including airport public safety and security. The role of Airport Public Safety & Security Senior Manager is a senior leadership position responsible for providing strategic oversight and operational management across multiple critical areas within the airport's safety and security framework. This includes leadership of Aircraft Rescue and Firefighting (ARFF), Airport Police, Security Operations, Safety Management Systems (SMS), and Emergency Management Systems (EMS). The Senior Manager ensures all safety and security programs meet or exceed federal regulatory requirements such as FAA Part 139, 14 CFR Part 1542, and standards set forth by the Transportation Security Administration (TSA), the National Fire Protection Association (NFPA), and the National Incident Management System (NIMS). This position demands a highly experienced leader skilled in managing complex security environments in large commercial facilities. The successful candidate will possess expertise in regulatory compliance, workforce development, emergency preparedness, technology integration, and cross-agency coordination. As a principal advisor to senior leadership, this role shapes policies and initiatives that enhance the airport's safety posture and operational resilience. A collaborative approach is essential for building partnerships with federal agencies such as the FAA, TSA, FBI, and DHS, as well as local law enforcement and fire departments. The Senior Manager will also lead the airport's Incident Command Team during emergency events, directing resources and communications effectively to mitigate and respond to crises. In addition to operational oversight, this role involves financial stewardship through budget development for ARFF, police, and security operations. The incumbent oversees contracts related to security technology, alarm systems, and emergency management tools, ensuring compliance with procurement standards and responsible use of public funds. Workforce development is another core responsibility, promoting training that aligns with FAA, NFPA, and law enforcement standards, while encouraging cross-training among units to optimize team capabilities. The position requires certification or willingness to obtain certifications such as the National Incident Management System (NIMS) and Incident Command System (ICS) within six months of employment. A comprehensive background check including a TSA security threat assessment, pre-employment physical, and drug testing is mandatory. Preferred qualifications include accreditation from the American Association of Airport Executives (AAAE) or the International Airport Management Accreditation Program (AMPAP), though not required. With its emphasis on strategic management, operational readiness, technology innovation, and collaborative leadership, the Senior Manager of Airport Public Safety & Security plays a pivotal role in safeguarding Cleveland's airport infrastructure and community. The position offers an impactful opportunity to contribute to one of the region's most vital transportation assets while working within an inclusive, equity-driven environment that supports ongoing professional development and meaningful public service.
