The Enterprise Director of Planning is a senior leadership role within the Broward County Aviation Department, reporting directly to the Chief Development Officer. This position is integral to the department’s strategic growth and operational excellence. The Enterprise Director of Planning is responsible for directing and administering all planning activities across BCAD's airport system, including the development and implementation of comprehensive master plans, Airport Layout Plans (ALPs), long-range planning initiatives, and the department's Capital Improvement Plans (CIPs). This role requires overseeing a multidisciplinary team of approximately 10 professionals, including the Environmental Program Manager and staff, GIS Program Manager and staff, and the Planning Administrator and their team. In this leadership role, the Enterprise Director of Planning spearheads the development and promotion of short- and long-term strategic plans, capital improvement programming, and economic impact analysis. The director manages grant writing and administration efforts, federal and state legislative initiatives, and coordinates planning activities to align with regulatory requirements at all government levels. A key responsibility includes providing leadership and oversight to ensure that all planning and development activities are consistent with federal, state, and local statutes and policies. The role also requires representing BCAD interests before a variety of stakeholders, such as local, state, and federal agencies, community groups, civic organizations, and professional committees. The Enterprise Director may serve as the Acting Chief Development Officer when necessary, demonstrating the high level of trust and responsibility associated with this position. This executive-level role demands strong leadership capabilities, comprehensive knowledge in airport planning and engineering, proficiency in managing large-scale infrastructure programs, and the ability to foster collaboration across diverse teams and governmental bodies. Candidates for this position must have a bachelor’s degree in engineering, planning, or a closely related field and at least eight years of experience in major planning, architecture, or engineering activities relevant to airport development. Of these, a minimum of four years must include managerial or supervisory responsibilities. Preferred qualifications include extensive familiarity with the principles and practices governing large-scale airport construction programs, regulatory compliance, environmental management, and financial planning within a municipal context.
