The Department of Transportation (DOT) of New York City is a pivotal government agency committed to ensuring the safe, efficient, and environmentally responsible movement of people and goods throughout the city. Within the DOT, the Division of Transportation Planning & Management (TPM) is responsible for the strategic planning, street design, technical analysis, transit development, and the overall safety and efficiency of all road users including pedestrians, cyclists, and motor vehicle occupants. A critical component of TPM is the Freight Mobility (FM) Unit, which focuses on improving the movement of goods through sustainable, safe, and efficient practices that minimize the negative impacts of truck traffic on the city's infrastructure and communities. This unit is essential in preserving the livability of New York City while reinforcing its competitiveness and economic vitality.
The role of Freight Planner within the FM Unit is both challenging and impactful. This full-time position offers a salary range from $64,157 to $92,657 and requires candidates to either be permanently serving as a City Planner or reachable on the open competitive civil service list. Freight Planners play a vital role in developing and implementing innovative freight programs and pilot projects such as Off-Hour Deliveries (OHD), Neighborhood Loading Zones (NLZs), Microhubs, Cargo Bikes, LockerNYC, Blue Highways, and emerging initiatives like green loading zones or low emission zones. These efforts aim to revolutionize last-mile delivery operations and enhance the sustainability of goods movement across the city.
The selected candidates will support multiple freight teams by assisting in planning, coordinating program implementations, outreach efforts, and responding to public inquiries. Freight Planners will conduct studies and prepare reports that inform policies and procedural improvements, directly influencing the effectiveness and safety of freight mobility initiatives. Additionally, they will identify and develop street improvement projects targeting high truck crash areas and key truck routes.
Working in the FM Unit requires a blend of technical transportation knowledge, strategic thinking, strong communication skills, and proficiency with tools like MS Office Suite, ArcGIS, and Adobe Suite. Candidates who hold a valid New York State driver's license are preferred due to the nature of fieldwork and site visits related to freight programs. This position also offers the possibility of remote work up to two days per week under the Remote Work Pilot Program agreement, supporting work-life balance while contributing to a sustainable transportation future.

- baccalaureate degree from an accredited college or university
- two years of satisfactory full-time experience in city planning
- or equivalent combination of education and experience
- graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may substitute for experience
- permanent service as City Planner or reachable on civil service list Exam No. 5045
- valid New York State driver's license preferred
- ability to maintain license throughout employment
- eligibility for placement in Assignment Level III or IV requires additional years of professional experience
- adherence to residency requirement within NYC for first two years
- ability to work 35 hours per week 9AM to 5PM
