The Customs Compliance Manager role at the Perris site is a critical position responsible for managing all aspects of customs and Foreign Trade Zone (FTZ) compliance. This role is essential in protecting the organization from regulatory risks, ensuring adherence to complex global trade regulations, and optimizing customs-related operations to support overall supply chain strategies. The manager will act as the primary liaison between the company and U.S. Customs and Border Protection (CBP), ensuring that all FTZ and customs documentation and processes are executed accurately and in a timely manner. The position involves collaboration with various internal and external stakeholders, including customs brokers, vendors, carriers, and freight forwarders, to facilitate smooth import and export activities.
The Customs Compliance Manager will oversee daily FTZ operations, including inventory reconciliation, audit preparation, and compliance with country-specific customs regulations and partner government agencies such as the FDA and EPA. The role requires comprehensive knowledge of the Harmonized Tariff Schedule (HTS), U.S. customs regulations, international trade agreements, and compliance programs relating to Preferential and Free Trade Agreements. Experience with Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) is also desirable. This position favors candidates possessing certifications such as Licensed Customs Broker, Certified Trade Compliance Specialist, or Certified Customs Specialist, with a proven record of developing and implementing effective import/export compliance programs.
Beyond compliance oversight, the Customs Compliance Manager will conduct internal audits, recommend process improvements, and maintain FTZ procedure manuals, ensuring all records are accurate and audit-ready. This role demands strong analytical and problem-solving skills, a proactive approach, and the ability to work effectively within complex international matrix teams in a fast-paced, changing environment. Familiarity with ERP systems is preferred to enhance operational efficiency.

- Minimum of 5 years of experience in global trade compliance, international logistics, or customs compliance roles
- Experience with customs processes and customs valuation, import/export compliance including customs regulations and international trade, Preferential and Free Trade Agreements
- EAR and ITAR experience
- Licensed Customs Broker, Certified Trade Compliance Specialist, or Certified Customs Specialist preferred
