The City of Phoenix Aviation Department operates one of the busiest airport systems in the United States, including Phoenix Sky Harbor International Airport, Deer Valley, and Goodyear airports. Phoenix Sky Harbor International Airport alone served over 50 million passengers in 2024, making it a critical transportation hub in the nation’s fifth-largest city. The Aviation Department not only facilitates efficient air travel but also contributes significantly to the economic vitality of Phoenix, generating an economic impact exceeding $44 billion annually. This department is dedicated to ensuring safe, secure, and effective airport operations that meet regulatory standards from agencies such as the Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and Customs and Border Protection (CBP). Within this dynamic environment, the City of Phoenix has an opening for a full-time, regular Project Manager in the Operations Division. This pivotal role involves comprehensive project oversight, including managing multiple Job Order Contracting (JOC) and divisional projects. The Project Manager is responsible for the full spectrum of project lifecycle activities—from initial planning and budgeting through to design, construction, and final project delivery. Coordination with the Design and Construction Services Division is essential to ensure seamless project integration and compliance with high standards. The Project Manager will serve as a key liaison among various stakeholders, including aviation staff, airport tenants, regulatory agencies, and customers. Given the complexity and scale of projects at Sky Harbor and associated airports, the candidate must demonstrate exceptional problem-solving skills and the ability to foster collaborative relationships. Responsibilities also include preparing and reviewing project submittals, evaluating cost estimates to control expenditures, and ensuring adherence to budgetary guidelines and schedules. Ideal candidates for this role are proficient in Microsoft Office 365 and possess strong communication, collaboration, and writing skills. They need to have sound decision-making capabilities, negotiation skills, and the ability to build consensus on complex issues. Experience with reviewing field projects and developing clear, effective reports and presentations for diverse audiences is also vital.
